Our Guest Speakers were Lorraine McDonald-Johnson and Emma Nazurally from Lancashire Care NHS Foundation Trust, based at The Harbour, Mental Health Facility in Blackpool.
The Forum had previously sent questions relating to the Harbour and Lorraine and Emma provided answers to these questions, including the following topics:

Christina advised the group of a Public Health event entitled Self Care Strategy, which is due to take place on Wednesday 16th November 2016 from 9.30am to 3pm in the Winter Gardens, Blackpool. To register your intent to attend contact: [email protected]
Claire and Carole- Anne gave a short talk on a soon to be launched service called Supporting Minds. This is an NHS service, providing psychological interventions, and is open to all from the age of 16 years. The service is for anyone experiencing anxiety, depression, feelings of panic, feeling stressed or low, sleep problems, anxiety in social situations or flashbacks from traumatic events. It is a self- referral service which provides guided self-help, counselling, Cognitive Behavioural Therapy (CBT), Eye Movement Desensitisation and Reprocessing Therapy (EMDR) and stress control courses. To access the service Tel.: 01253 955700. This service is for Blackpool. MindsMatter is a similar service for the rest of Lancashire (provided by LancashireCare).
Steven Garner: From Blackpool Healthwatch, informed the group that Healthwatch will shortly be carrying out a survey on Community Psychiatry
He gave feedback about their website, which details their past and present work plans for September/October 2016. Healthwatch will be meeting with hospitals to discuss how they look into the issues of communications and appointments. These issues have been raised by the public.
A visit took place at the Cardiac Dept., in Victoria hospital in October, to speak to patients and see the newly re-designed outpatients area, to speak to people about appointments and what they think of the new systems.
Action plans are in place including 6 questions on Mental Health Trusts in England, since analysis by the Kings Fund.

3. Guest Speaker - Ashok Khandelwal, MBA, B.Sc. OT, Dip Psych OT Head of the Hindu Society
Ashok spoke to us about the project entitled “Peace Centre” (Grow your own Happiness) which started on 6th June 2016 at the World Healing Crusade, 476 Lytham Rd. Blackpool, which had the support of the Fairness Commission along with the Faith Forum, Public Health, Ground work, CVS and many other organisations and individuals.
Levels of mental distress among communities need to be understood, less in terms of individual’s pathology and more as a response to relative deprivation and social injustice which evades the emotional, spiritual, and intellectual resources essential to Psychosocial well-being.
In view of this it was proposed to work with Faith Forum to develop a pilot project to support individual’s inner and outer peace and thus develop a resilient community to improve community capacity to cope with life’s challenges and face adversity.
The Main Objective was: ‘To make people feel good and Function Well‘
This project was deliberately kept as a non-medical approach, but within the Public Health Strategy.
Three important factors were considered:

Case studies:
A : ‘’Before I started this grow your happiness course my initial thought was to become more confident and I was not sure if the course would work. But since I have engaged I question not only how I feel about myself but also how I make others feel.’’
B: ‘’I am a victim of Domestic abuse:
The programme made me question which feelings are appropriate and which ones are not, along with the impact my attitude has on others’’
C: Learn to relax, challenge myself to a new experience. Volunteer to help to improve my life. Stress management, confident in myself but active and feel good inside.’’
D: ‘’Although I know that I still have issues to resolve, I feel much more positive as to the future’’

4. Questions for Lisa Moorhouse, Network Director LCFT
Forum members reviewed the questions that they wish to pose to Lisa Moorhouse, Network Director for Adult Mental Health, The Harbour, Blackpool, when she visits the Forum at the next meeting on 2nd November 2016. Following discussion, there were some amendments and additional questions raised. Christina undertook to forward the finalised questions to Lisa, via Lisa’s PA.
5. Reports from Members: Meetings attended + items of interest.
Christina advised that she and Barbara had attended a meeting run by Darren Bee, at the Solaris Centre, Blackpool on 14th September, 2016 which sought Time to Change Champions in the Blackpool area. The aim is to challenge stigma and discrimination in mental health. It was well attended by various disciplines, such as the Police, Ambulance, Blackpool Council, service users and carers. Those wishing to sign up to be a champion should contact Darren at [email protected]
Christina also advised that the Centre for Voluntary Services (CVS) had assisted in producing a new website for the Forum. When this is up and running, anyone will be able to access the information on the site, which will include up to date national and local items of interest. Date for going “live” is yet to be determined.
Lin has received two replies from Ben Wallace, Member of Parliament, in response to a letter sent on behalf of the Forum to all five MPs that service the Fylde Coast area and beyond, asking them for their views on mental health services, particularly with regard to the shortfalls in services and care. She will report more fully on the content of the letters at the next meeting.

3. Guest Speaker: Craig talked about his role as a Blackpool Employment Advisor,
managed by Richmond Fellowship.
So far Craig has worked with a total of 52 people and currently has 10 in full time
employment.
Links have been made with the Job Centres’ staff, removing barriers to E.S.A and
generally becoming more Mental Health friendly.
Craig works with employers and Blackpool is one of four areas supporting mental
health into employment. At present, he has a caseload of 21 people.
On a second front, more employment possibilities are on the horizon, linked to the
café which will be opening this year at the new Acute Mental Health Unit at Preston
New Road, Blackpool. “Sparkys Café” is the chosen name.
A catering manager will be on site in January and it is planned that 5 people will be
starting as apprentices, earning above the basic minimum wage. In addition, there
will be 3 supported workers, plus volunteers from N.E.E.T
There will be Ipads in the café and scope for drop ins for anyone that wishes to be
involved. The emphasis will be on locally sourced food.
The catering manager is a cake expert and is looking to do cake making lessons.
There will be an official opening in March 2015.
4. Future of the Forum: Treasurers Report : Thanks to Craig for a £50 donation to
the Forum funds from the World Mental Health Day Event.
This donation will enable the Forum to carry on its work, until a larger funding bid
can be produced by the Committee.
5. Reports from Members (meetings attended and items of interest):
Barbara had been on a tour of the Harbour. The quality of the fixtures and fittings
was second to none and the hospital is certainly fitting for the 21st Century.
Service users and Carers from the Expert Reference group who have been
involved in all aspects of the development of the Project from the beginning,
deserve congratulations for the finished hospital The outside areas
complemented the interior of the building and it was quite a challenge to cover
the distances between wards.
Lin has been heavily involved in the Harbour Expert Reference group. Including
building, operational plans, safety aspects, colours, materials, outside areas and
amenities.
Volunteers will be recruited for the Harbour.
The first patients to move in will be from Ribbleton hospital.
A caravan, on a local site, has been funded by East Lancs. to accommodate long
distance visitors.
Brian asked whether the environmental area at the rear of the site is still ongoing?
Lin offered to give Brian the contact details for Alistair Rose.
Bob reported on the disappointment of Cornerstones Service User groups on hearing
the sad news about the closure of the service. Concerns to be raised over timing
of the decision and lack of consideration for those with mental health conditions.
Craig spoke about the Autism group that he is involved with at the Blackpool Centre
for Independent Living. In the garden area, there is now a log cabin, a cycle
workshop, a tool library and raised vegetable beds for easier cultivation, creating
learning opportunities. An autism library will be in place by March 2015.
Also Mencap is working with Craig to access work experience for adults with
learning difficulties.
Brian: spoke about changes around the “Job Club”, Adult Community at Central
Library. There will only be 3 sessions in 2015.

3. Guest Speaker: Lorraine Khalaf from Lancashire Care Trust Mental Health Helpline.
Lorraine informed the Forum about a new Texting Service that is now available from the
Mental Health Helpline. The Texting Service number is :- 07860 022 846.
At present this service is available on the Fylde Coast only, offering support, information
and conversation. A client can text and be answered by text which will include the
telephone line number and the opening hours of the service. This can help to build
support as some people may be wary about speaking on the telephone.
The new helpline number is :- 0300 222 5931 and is free from mobiles and landlines.
There is also a website at www.lancs-mentalhealthhelpline.nhs.uk
The helpline has a large database of services and health related information.
Age related Information is being sent to schools and CAMHS, to encourage young people
to access help which is appropriate for them.
The helpline is run by trained volunteers with support. It has a direct line to the Crisis
Team and been successful in working closely with them, when the need has arisen.
Volunteers are drawn from all walks of life.
Every call is recorded by type, positive or negative themes and regular reports are sent
to local commissioners.
Thanks to Lorraine for updating the Forum.
4. Future of the Forum: Treasurers Report :
The committee will be putting a funding bid together, to enable the Forum to continue
its work and increase publicity. E.g. Fylde Coast Community Radio.
5. Reports from Members (meetings attended + items of interest):
Frank: Passed round a leaflet on the Willow Garden Project, which is hoping to get
funding for their project.
Brian: Is still experiencing issues with DWP
Ruth: Is a Team leader with the Blackpool Fulfilling Lives Project, which is funded by The
Big Lottery and is hosted by Addaction, a Blackpool based, Substance Misuse
organisation. This is a seven year project which is being evaluated by Cordis Bright ( A
research & evaluation company) and Sheffield University. They are looking for 4
outcomes including systemic change.
There are 3 teams, each with 5 staff = Manager, 3xPaid Navigators, 1 Shadow Navigator,
+ Volunteer Peer Mentors, who work with people with multiple complex needs i.e.
Substance misuse, mental health problems, involvement with the Justice System, and
homelessness.
3 out of 4 of these criteria must be present for inclusion in the project.
Since the project commenced, 75 referrals have been received.
2 year posts are being created, providing successive employment opportunities covering
7am - 11pm 365 days a year. The emphasis is on ex mental health service users.

6. Latest News on the Harbour: The keys have been handed over to Lancashire Care
NHS Foundation Trust. Arrangements are being made for various groups to tour the site.
Brian is involved in environmental aspects of the area. Various other groups are involved
in producing artworks to embellish the appearance of the interior.
Richmond Fellowship will be running the on site Café and shop.

(Previously Blackpool Advocacy)
Lindsey has been a dementia advisor for 3 years. She works with people who can be as
young as 50 years old and who live in their own homes in Blackpool. They would
usually have a diagnosis of dementia from a Memory Assessment Clinic, and have
given their permission for a referral to a Dementia Advisor.
The service provides a named advisor to provide information, advice and support to deal
with whatever arises, Benefits, can arrange checks, contact Fire Services, fire alarms,
respite care. etc.
If required, provision of information on Power of Attorney (if taken out before LPA),
Lasting Power of Attorney (LPA) etc. is available.
Dementia Friendship provides a support network :- pub lunches, coffee mornings,
monthly trips, Reminiscence afternoons, a men’s group is held at the Wainwright
Club, Blackpool.
Will continue to provide support, as needs arise or change.

Rotary Club. The boys and girls had completed a survey of mental health issues

people with learning difficulties (over 20 years old). 27 people attended the
initial meeting at Central Library, Blackpool
• Brian: Is arranging an appointment with his MP, regarding travel expenses for
attending an Electrical training Course in Bolton. The DWP insist that he has to
stand the cost of travel.
• Debbie from Whitworth’s Chemists: spoke about the information that
pharmacists can provide on general health matters and the importance of the
take up of seasonal flu jabs.
• Lin: Spoke about a proposed new 72 bedded, Pennine Lancs Mental Health Unit
at Blackburn, as a replacement for the existing Lancs Care Trust Unit.
Hoping to get on site to start the build by February 2015
• Angela: Spoke about an initiative involving the top 50 repeat callers to the North
West Ambulance Service. The Mental Health Helpline will work with the repeat
callers to avoid unnecessary ambulance call outs.

Independent Living Centre, Whitegate Drive, Blackpool, 10 to 12am on the 1st
Wednesday of each month. All mental health carers welcome. Organised by

3. Guest Speaker: Professor Heather Tierney Moore, C.E.O. Lancashire Care NHS
Foundation Trust was welcomed to the meeting.
Following concerns about Blackpool, Fylde & Wyre patients having to travel out of area
for treatment, Heather said Lancashire-wide beds are not considered to be out of
area and there will be less need for this when the new acute mental health hospital
(The Harbour) opens, with 154 beds. These can be used flexibly for male or female
patients. Up to 3 people are in private hospitals outside Lancashire.
Older Adult services have had success in not having to go out of area, only 4 patients in
the last 5 years.
There is provision at the Harbour for Older Adults with frailty
£2 million has been invested in Intermediate Care for crisis in older people, including
those with dementia in care homes.
The Trust has bought a block of 10 beds and a consultant, from the Priory Private
Hospital, Manchester to ensure availability during the coming winter months.
PICU (Psychiatric Intensive Care Unit) is a pinch point, but work is being done to solve
this.
Working closely with Rehabilitation services, £3.2 million has been spent on Moss View
Rehabilitation Centre, Heysham (22 beds)
Support from Community services is better:
Work is being done on teams, looking at more face to face engagement.
3 additional trained staff in Blackpool Crisis Team
Ashok Kandalwal spoke on the need for work on more Health and Social Care
integration of services, plus concerns around timely access to crisis care.
This was endorsed by Heather.
Out of Hours: Overnight a Crisis Practitioner is available at Accident and Emergency in
Blackpool Victoria Hospital.
Clinical Care Pathways: Cover the full system, taking into account NICE guidelines etc. to
maintain consistency of services.
Information on pathways through services is not at present available to
Service users and carers.
Service users and carers would value this information.
Child Mental Health Services: are available at the Junction (Lancaster) and
the Platform (Preston), but more are needed in Lancashire.
A system of Carers Champions is in place, and are mostly care co-ordinators.
Heather was thanked for providing detailed answers to questions from the BFW Mental
Forum.

Fleetwood. 1.30 to 3.30 on the 2nd and 3rd Monday of every month.
Craig: Reported on his work as Employment Officer at Richmond Fellowship. - 7 people
into paid work and 3 more interviews scheduled. 32 people into volunteering
Darren: Trans community mental health meetings are held on the last Tuesday in every
month. The next meeting will be at Sainsbury’s community room.
Ashok: Health Mela on 4thOctober at Fleetwood High School, 11am - 4pm
Lin: Attended new Carers’ group at the Independent Living Centre, Whitegate Drive

3. Guest Speaker: Stewart Lucas, Chief Executive, Lancashire Mind was
welcomed to the meeting.
He has been in post since August 2013, and has taken five months to complete a
new strategy for Lancashire Mind, which includes raising all their own funding.
Lancashire Mind is a separate entity from National Mind.
Mental Well-being for All
The new strategy will not entail the provision of services, but rather work towards
a revolution in the way mental health conditions are viewed.
Equality is paramount. First, last and always mental health service users are
equal to anyone in society. Disabled people are disabled by society.
Out of 1.5 million people, a quarter have experienced mental health problems.
Under 1% have severe mental health conditions, but for the vast majority
depression and anxiety are common.
The strategy is in virtual form at present, but will eventually be owned by a
conglomerate of various local Mind groups. It is not about conserving jobs it is
about improving lives and mental well-being.

Minutes to be amended to clarify the item on the future of the Phoenix
Centre:-
The Crisis element has been retained in the centre to meet demand and some
respite is accessed from the centre (for identified service users only).The latter is
only for those identified individuals whose regular respite needs are best met in
the Phoenix setting.
Rehab has not transferred as such to Gloucester Avenue. Instead, rehab beds
are not a feature of the new Phoenix service and this will be met from other
internally and externally commissioned services (including Gloucester Avenue).

and Darren expressed a willingness to work with us, as a committee member.
Raising the Profile of the Forum by working with other service user and carer
groups and the need to carry out our plans to take the Forum to places where
service users already meet, including LGBT and ethnic minority groups, should
be our priorities.

Lin: a) Work on the new Acute Unit at Whyndyke Farm is scheduled to begin
in April 2013.
b) Revoe School- Lin raised concerns about a Blackpool Gazette news

c) Police Custody- Are 17 year old people treated as adults in custody?
Darren, Lin, and Brian are to visit the custody suite on a fact finding
mission, and will report back to the Forum.
Bob: a) Gave information about a new initiative by Blackpool, Fylde & Wyre
Alzheimers Society -’ Singing for the Brain’.
Volunteers needed!! Monday afternoons at The Hotel Sheraton, Queens
Promenade, Blackpool. Various roles including hospitality, singing
support, registration, and welcome team.

b) Richmond Fellowship - Young People’s Project Garth Bucknell is
working with a 3rd Sector organisation - ‘Your Potential’ for people 14
years upwards.
Neil: Reported that when bus passes are due for renewal, people with mental
health issues are being turned down.
Questions were raised by forum members as to whether any consultations have
taken place.
Secretary to write to Counsellor Jackson regarding this.
Darren: Has put in a funding bid for a foreign language telepoint service, to
assist people, with little English language skills, to get the help they need.
They would be able to ring a Mental Health number between certain hours in
their own language.
This could increase referrals, help to lower isolation and discrimination.
Increasingly, Blackpool will become more diverse, so the mental health needs will
grow.

are not necessary and training is available. it’s a chance to do something

Our Guest Speakers were Lorraine McDonald-Johnson and Emma Nazurally from Lancashire Care NHS Foundation Trust, based at The Harbour, Mental Health Facility in Blackpool.
The Forum had previously sent questions relating to the Harbour and Lorraine and Emma provided answers to these questions, including the following topics:
- Percentage bed occupancy, patients being placed ‘‘out of area’’, average length of stay, whether or not all patients are Sectioned.
- Use of private Beds and their cost
- Provision of care of patients with mental health problems, who are admitted via A/E, staffing by a Registered Mental Health Nurse in A/E, Crisis Team coverage (particularly in the hours of darkness)
- Care Pathways and Care Plans and what involvement there was by patients and carers and support mechanisms for carers.
- What activities and therapies were available for patients, are there Activity Teams, and could shortage of suitably qualified staff prevent use of Gym, for example.
Some Answers to these questions were as follows: - Bed Occupancy is currently running at 100%. It is hoped to get this down to 85%. Average length of stay is 26 days - one patient has been in for 100 days and a PICU patient has been in for 6 months. Not all patients are Sectioned, although the majority are.
- Over the Christmas period there were 90+ patients ‘Out of area.‘ This was extreme. LCFT have been making use of 8 beds at Cheadle Royal, but following discussions with the Priory in Preston, the Trust will have the use of Rosemary Ward - 15 beds - 10 for Harbour patients and 5 for LCFT patients. This should reduce the number of out of area patients in the future.
- With regard to the A/E patients, Christina advised that at a recent CQC inspection, MH patients waiting more than 4 hours in A/E was a ‘’Must Do’’ improvement. Lorraine undertook to follow up on progress on this matter.
- There is still only one member of the Crisis Team on duty for the whole of the Fylde Coast during the hours of darkness.
- Emma advised that all patients had a Care Plan and that no Generic Care Plans were used.
This information did not tally with the results of a recent Healthwatch report, produced following a survey carried out at the Harbour. The discussion did not result in a clear answer to patient/carer involvement in Care Planning and Multi-Disciplinary Team meetings. - Lorraine undertook to take on board the suggestion of there being support personnel on duty during visiting times, for carers to discuss issues.
- Lorraine advised that all patients had Activity Logs, however there was limited use of some areas, such as the Sports Hall. She is taking steps to improve its use e.g. for table-tennis, beverages etc.

Claire and Carole- Anne gave a short talk on a soon to be launched service called Supporting Minds. This is an NHS service, providing psychological interventions, and is open to all from the age of 16 years. The service is for anyone experiencing anxiety, depression, feelings of panic, feeling stressed or low, sleep problems, anxiety in social situations or flashbacks from traumatic events. It is a self- referral service which provides guided self-help, counselling, Cognitive Behavioural Therapy (CBT), Eye Movement Desensitisation and Reprocessing Therapy (EMDR) and stress control courses. To access the service Tel.: 01253 955700. This service is for Blackpool. MindsMatter is a similar service for the rest of Lancashire (provided by LancashireCare).
Steven Garner: From Blackpool Healthwatch, informed the group that Healthwatch will shortly be carrying out a survey on Community Psychiatry
He gave feedback about their website, which details their past and present work plans for September/October 2016. Healthwatch will be meeting with hospitals to discuss how they look into the issues of communications and appointments. These issues have been raised by the public.
A visit took place at the Cardiac Dept., in Victoria hospital in October, to speak to patients and see the newly re-designed outpatients area, to speak to people about appointments and what they think of the new systems.
Action plans are in place including 6 questions on Mental Health Trusts in England, since analysis by the Kings Fund.

Ashok spoke to us about the project entitled “Peace Centre” (Grow your own Happiness) which started on 6th June 2016 at the World Healing Crusade, 476 Lytham Rd. Blackpool, which had the support of the Fairness Commission along with the Faith Forum, Public Health, Ground work, CVS and many other organisations and individuals.
Levels of mental distress among communities need to be understood, less in terms of individual’s pathology and more as a response to relative deprivation and social injustice which evades the emotional, spiritual, and intellectual resources essential to Psychosocial well-being.
In view of this it was proposed to work with Faith Forum to develop a pilot project to support individual’s inner and outer peace and thus develop a resilient community to improve community capacity to cope with life’s challenges and face adversity.
The Main Objective was: ‘To make people feel good and Function Well‘
This project was deliberately kept as a non-medical approach, but within the Public Health Strategy.
Three important factors were considered:
- Activities that promote well being
- Building social capital
- Developing psychological coping strategies
Some examples of the experiences are as follows:
Case studies:
A : ‘’Before I started this grow your happiness course my initial thought was to become more confident and I was not sure if the course would work. But since I have engaged I question not only how I feel about myself but also how I make others feel.’’
B: ‘’I am a victim of Domestic abuse:
The programme made me question which feelings are appropriate and which ones are not, along with the impact my attitude has on others’’
C: Learn to relax, challenge myself to a new experience. Volunteer to help to improve my life. Stress management, confident in myself but active and feel good inside.’’
D: ‘’Although I know that I still have issues to resolve, I feel much more positive as to the future’’

4. Questions for Lisa Moorhouse, Network Director LCFT
Forum members reviewed the questions that they wish to pose to Lisa Moorhouse, Network Director for Adult Mental Health, The Harbour, Blackpool, when she visits the Forum at the next meeting on 2nd November 2016. Following discussion, there were some amendments and additional questions raised. Christina undertook to forward the finalised questions to Lisa, via Lisa’s PA.
5. Reports from Members: Meetings attended + items of interest.
Christina advised that she and Barbara had attended a meeting run by Darren Bee, at the Solaris Centre, Blackpool on 14th September, 2016 which sought Time to Change Champions in the Blackpool area. The aim is to challenge stigma and discrimination in mental health. It was well attended by various disciplines, such as the Police, Ambulance, Blackpool Council, service users and carers. Those wishing to sign up to be a champion should contact Darren at [email protected]
Christina also advised that the Centre for Voluntary Services (CVS) had assisted in producing a new website for the Forum. When this is up and running, anyone will be able to access the information on the site, which will include up to date national and local items of interest. Date for going “live” is yet to be determined.
Lin has received two replies from Ben Wallace, Member of Parliament, in response to a letter sent on behalf of the Forum to all five MPs that service the Fylde Coast area and beyond, asking them for their views on mental health services, particularly with regard to the shortfalls in services and care. She will report more fully on the content of the letters at the next meeting.

3. Guest Speaker: Craig talked about his role as a Blackpool Employment Advisor,
managed by Richmond Fellowship.
So far Craig has worked with a total of 52 people and currently has 10 in full time
employment.
Links have been made with the Job Centres’ staff, removing barriers to E.S.A and
generally becoming more Mental Health friendly.
Craig works with employers and Blackpool is one of four areas supporting mental
health into employment. At present, he has a caseload of 21 people.
On a second front, more employment possibilities are on the horizon, linked to the
café which will be opening this year at the new Acute Mental Health Unit at Preston
New Road, Blackpool. “Sparkys Café” is the chosen name.
A catering manager will be on site in January and it is planned that 5 people will be
starting as apprentices, earning above the basic minimum wage. In addition, there
will be 3 supported workers, plus volunteers from N.E.E.T
There will be Ipads in the café and scope for drop ins for anyone that wishes to be
involved. The emphasis will be on locally sourced food.
The catering manager is a cake expert and is looking to do cake making lessons.
There will be an official opening in March 2015.
4. Future of the Forum: Treasurers Report : Thanks to Craig for a £50 donation to
the Forum funds from the World Mental Health Day Event.
This donation will enable the Forum to carry on its work, until a larger funding bid
can be produced by the Committee.

Barbara had been on a tour of the Harbour. The quality of the fixtures and fittings
was second to none and the hospital is certainly fitting for the 21st Century.
Service users and Carers from the Expert Reference group who have been
involved in all aspects of the development of the Project from the beginning,
deserve congratulations for the finished hospital The outside areas
complemented the interior of the building and it was quite a challenge to cover
the distances between wards.
Lin has been heavily involved in the Harbour Expert Reference group. Including
building, operational plans, safety aspects, colours, materials, outside areas and
amenities.
Volunteers will be recruited for the Harbour.
The first patients to move in will be from Ribbleton hospital.
A caravan, on a local site, has been funded by East Lancs. to accommodate long
distance visitors.
Brian asked whether the environmental area at the rear of the site is still ongoing?
Lin offered to give Brian the contact details for Alistair Rose.
Bob reported on the disappointment of Cornerstones Service User groups on hearing
the sad news about the closure of the service. Concerns to be raised over timing
of the decision and lack of consideration for those with mental health conditions.
Craig spoke about the Autism group that he is involved with at the Blackpool Centre
for Independent Living. In the garden area, there is now a log cabin, a cycle
workshop, a tool library and raised vegetable beds for easier cultivation, creating
learning opportunities. An autism library will be in place by March 2015.
Also Mencap is working with Craig to access work experience for adults with
learning difficulties.
Brian: spoke about changes around the “Job Club”, Adult Community at Central
Library. There will only be 3 sessions in 2015.

3. Guest Speaker: Lorraine Khalaf from Lancashire Care Trust Mental Health Helpline.
Lorraine informed the Forum about a new Texting Service that is now available from the
Mental Health Helpline. The Texting Service number is :- 07860 022 846.
At present this service is available on the Fylde Coast only, offering support, information
and conversation. A client can text and be answered by text which will include the
telephone line number and the opening hours of the service. This can help to build
support as some people may be wary about speaking on the telephone.
The new helpline number is :- 0300 222 5931 and is free from mobiles and landlines.
There is also a website at www.lancs-mentalhealthhelpline.nhs.uk
The helpline has a large database of services and health related information.
Age related Information is being sent to schools and CAMHS, to encourage young people
to access help which is appropriate for them.
The helpline is run by trained volunteers with support. It has a direct line to the Crisis
Team and been successful in working closely with them, when the need has arisen.
Volunteers are drawn from all walks of life.
Every call is recorded by type, positive or negative themes and regular reports are sent
to local commissioners.
Thanks to Lorraine for updating the Forum.
4. Future of the Forum: Treasurers Report :
The committee will be putting a funding bid together, to enable the Forum to continue
its work and increase publicity. E.g. Fylde Coast Community Radio.

Frank: Passed round a leaflet on the Willow Garden Project, which is hoping to get
funding for their project.
Brian: Is still experiencing issues with DWP
Ruth: Is a Team leader with the Blackpool Fulfilling Lives Project, which is funded by The
Big Lottery and is hosted by Addaction, a Blackpool based, Substance Misuse
organisation. This is a seven year project which is being evaluated by Cordis Bright ( A
research & evaluation company) and Sheffield University. They are looking for 4
outcomes including systemic change.
There are 3 teams, each with 5 staff = Manager, 3xPaid Navigators, 1 Shadow Navigator,
+ Volunteer Peer Mentors, who work with people with multiple complex needs i.e.
Substance misuse, mental health problems, involvement with the Justice System, and
homelessness.
3 out of 4 of these criteria must be present for inclusion in the project.
Since the project commenced, 75 referrals have been received.
2 year posts are being created, providing successive employment opportunities covering
7am - 11pm 365 days a year. The emphasis is on ex mental health service users.

(Previously Blackpool Advocacy)
Lindsey has been a dementia advisor for 3 years. She works with people who can be as
young as 50 years old and who live in their own homes in Blackpool. They would
usually have a diagnosis of dementia from a Memory Assessment Clinic, and have
given their permission for a referral to a Dementia Advisor.
The service provides a named advisor to provide information, advice and support to deal
with whatever arises, Benefits, can arrange checks, contact Fire Services, fire alarms,
respite care. etc.
If required, provision of information on Power of Attorney (if taken out before LPA),
Lasting Power of Attorney (LPA) etc. is available.
Dementia Friendship provides a support network :- pub lunches, coffee mornings,
monthly trips, Reminiscence afternoons, a men’s group is held at the Wainwright
Club, Blackpool.
Will continue to provide support, as needs arise or change.

• Christina: Attended Blackpool Boys and Girls Club at Laycock Gate, with the
Rotary Club. The boys and girls had completed a survey of mental health issues
with young people.
• Patricia : Held the first meeting of Shooting Stars, a social group for young
people with learning difficulties (over 20 years old). 27 people attended the
initial meeting at Central Library, Blackpool
• Brian: Is arranging an appointment with his MP, regarding travel expenses for
attending an Electrical training Course in Bolton. The DWP insist that he has to
stand the cost of travel.
• Debbie from Whitworth’s Chemists: spoke about the information that
pharmacists can provide on general health matters and the importance of the
take up of seasonal flu jabs.
• Lin: Spoke about a proposed new 72 bedded, Pennine Lancs Mental Health Unit
at Blackburn, as a replacement for the existing Lancs Care Trust Unit.
Hoping to get on site to start the build by February 2015
• Angela: Spoke about an initiative involving the top 50 repeat callers to the North
West Ambulance Service. The Mental Health Helpline will work with the repeat
callers to avoid unnecessary ambulance call outs.
• Barbara: Attended the September, Mental Health Carers’ meeting at the
Independent Living Centre, Whitegate Drive, Blackpool, 10 to 12am on the 1st
Wednesday of each month. All mental health carers welcome. Organised by
Carers Trust Fylde Coast Carers Centre.

3. Guest Speaker: Lyndsey Harakis from Empowerment Dementia Advocacy
(Previously Blackpool Advocacy)
Lindsey has been a dementia advisor for 3 years. She works with people who can be as
young as 50 years old and who live in their own homes in Blackpool. They would
usually have a diagnosis of dementia from a Memory Assessment Clinic, and have
given their permission for a referral to a Dementia Advisor.
The service provides a named advisor to provide information, advice and support to deal
with whatever arises, Benefits, can arrange checks, contact Fire Services, fire alarms,
respite care. etc.
If required, provision of information on Power of Attorney (if taken out before LPA),
Lasting Power of Attorney (LPA) etc. is available.
Dementia Friendship provides a support network :- pub lunches, coffee mornings,
monthly trips, Reminiscence afternoons, a men’s group is held at the Wainwright
Club, Blackpool.
Will continue to provide support, as needs arise or change.

5. Reports from members (meetings attended + items of interest)
• Christina: Attended Blackpool Boys and Girls Club at Laycock Gate, with the
Rotary Club. The boys and girls had completed a survey of mental health issues
with young people.
• Patricia : Held the first meeting of Shooting Stars, a social group for young
people with learning difficulties (over 20 years old). 27 people attended the
initial meeting at Central Library, Blackpool
• Brian: Is arranging an appointment with his MP, regarding travel expenses for
attending an Electrical training Course in Bolton. The DWP insist that he has to
stand the cost of travel.
• Debbie from Whitworth’s Chemists: spoke about the information that
pharmacists can provide on general health matters and the importance of the
take up of seasonal flu jabs.
• Lin: Spoke about a proposed new 72 bedded, Pennine Lancs Mental Health Unit
at Blackburn, as a replacement for the existing Lancs Care Trust Unit.
Hoping to get on site to start the build by February 2015
• Angela: Spoke about an initiative involving the top 50 repeat callers to the North
West Ambulance Service. The Mental Health Helpline will work with the repeat
callers to avoid unnecessary ambulance call outs.
• Barbara: Attended the September, Mental Health Carers’ meeting at the
Independent Living Centre, Whitegate Drive, Blackpool, 10 to 12am on the 1st
Wednesday of each month. All mental health carers welcome. Organised by
Carers Trust Fylde Coast Carers Centre.

3. Guest Speaker: Professor Heather Tierney Moore, C.E.O. Lancashire Care NHS
Foundation Trust was welcomed to the meeting.
Following concerns about Blackpool, Fylde & Wyre patients having to travel out of area
for treatment, Heather said Lancashire-wide beds are not considered to be out of
area and there will be less need for this when the new acute mental health hospital
(The Harbour) opens, with 154 beds. These can be used flexibly for male or female
patients. Up to 3 people are in private hospitals outside Lancashire.
Older Adult services have had success in not having to go out of area, only 4 patients in
the last 5 years.
There is provision at the Harbour for Older Adults with frailty
£2 million has been invested in Intermediate Care for crisis in older people, including
those with dementia in care homes.
The Trust has bought a block of 10 beds and a consultant, from the Priory Private
Hospital, Manchester to ensure availability during the coming winter months.
PICU (Psychiatric Intensive Care Unit) is a pinch point, but work is being done to solve
this.
Working closely with Rehabilitation services, £3.2 million has been spent on Moss View
Rehabilitation Centre, Heysham (22 beds)
Support from Community services is better:
Work is being done on teams, looking at more face to face engagement.
3 additional trained staff in Blackpool Crisis Team
Ashok Kandalwal spoke on the need for work on more Health and Social Care
integration of services, plus concerns around timely access to crisis care.
This was endorsed by Heather.
Out of Hours: Overnight a Crisis Practitioner is available at Accident and Emergency in
Blackpool Victoria Hospital.
Clinical Care Pathways: Cover the full system, taking into account NICE guidelines etc. to
maintain consistency of services.
Information on pathways through services is not at present available to
Service users and carers.
Service users and carers would value this information.
Child Mental Health Services: are available at the Junction (Lancaster) and
the Platform (Preston), but more are needed in Lancashire.
A system of Carers Champions is in place, and are mostly care co-ordinators.
Heather was thanked for providing detailed answers to questions from the BFW Mental
Forum.

Richard: Bi-polar meetings are held at the Parkinson Drop In Centre, Bold Street,
Fleetwood. 1.30 to 3.30 on the 2nd and 3rd Monday of every month.
Craig: Reported on his work as Employment Officer at Richmond Fellowship. - 7 people
into paid work and 3 more interviews scheduled. 32 people into volunteering
Darren: Trans community mental health meetings are held on the last Tuesday in every
month. The next meeting will be at Sainsbury’s community room.
Ashok: Health Mela on 4thOctober at Fleetwood High School, 11am - 4pm
Lin: Attended new Carers’ group at the Independent Living Centre, Whitegate Drive
10am -12 Noon , Second Tuesday in each month.
Bob: Current or ex-service users are needed to attend ‘Fulfilling Lives - Service users
‘Shadow Core Partnership’
This concerns multiple needs:- Mental Health, Justice System, Addiction and
Homelessness

3. Guest Speaker: Stewart Lucas, Chief Executive, Lancashire Mind was
welcomed to the meeting.
He has been in post since August 2013, and has taken five months to complete a
new strategy for Lancashire Mind, which includes raising all their own funding.
Lancashire Mind is a separate entity from National Mind.
Mental Well-being for All
The new strategy will not entail the provision of services, but rather work towards
a revolution in the way mental health conditions are viewed.
Equality is paramount. First, last and always mental health service users are
equal to anyone in society. Disabled people are disabled by society.
Out of 1.5 million people, a quarter have experienced mental health problems.
Under 1% have severe mental health conditions, but for the vast majority
depression and anxiety are common.
The strategy is in virtual form at present, but will eventually be owned by a
conglomerate of various local Mind groups. It is not about conserving jobs it is
about improving lives and mental well-being.
Lancashire Mind Ltd are putting on Mental Wellbeing Courses in Blackpool,
Fylde & Wyre. See attached flyer.

government cuts - July 10th at 2pm, Queen Street, Blackpool

Minutes to be amended to clarify the item on the future of the Phoenix
Centre:-
The Crisis element has been retained in the centre to meet demand and some
respite is accessed from the centre (for identified service users only).The latter is
only for those identified individuals whose regular respite needs are best met in
the Phoenix setting.
Rehab has not transferred as such to Gloucester Avenue. Instead, rehab beds
are not a feature of the new Phoenix service and this will be met from other
internally and externally commissioned services (including Gloucester Avenue).

2. Speaker: Christina Mckenzie-Townsend was unable to attend so Brian
chaired the meeting
3. Future of the Forum : The forthcoming AGM was discussed by members
and Darren expressed a willingness to work with us, as a committee member.
Raising the Profile of the Forum by working with other service user and carer
groups and the need to carry out our plans to take the Forum to places where
service users already meet, including LGBT and ethnic minority groups, should
be our priorities.
4. Reports from members:
Lin: a) Work on the new Acute Unit at Whyndyke Farm is scheduled to begin
in April 2013.
b) Revoe School- Lin raised concerns about a Blackpool Gazette news
item. Secretary to follow up.
c) Police Custody- Are 17 year old people treated as adults in custody?
Darren, Lin, and Brian are to visit the custody suite on a fact finding
mission, and will report back to the Forum.
Bob: a) Gave information about a new initiative by Blackpool, Fylde & Wyre
Alzheimers Society -’ Singing for the Brain’.
Volunteers needed!! Monday afternoons at The Hotel Sheraton, Queens
Promenade, Blackpool. Various roles including hospitality, singing
support, registration, and welcome team.

b) Richmond Fellowship - Young People’s Project Garth Bucknell is
working with a 3rd Sector organisation - ‘Your Potential’ for people 14
years upwards.
Neil: Reported that when bus passes are due for renewal, people with mental
health issues are being turned down.
Questions were raised by forum members as to whether any consultations have
taken place.
Secretary to write to Counsellor Jackson regarding this.
Darren: Has put in a funding bid for a foreign language telepoint service, to
assist people, with little English language skills, to get the help they need.
They would be able to ring a Mental Health number between certain hours in
their own language.
This could increase referrals, help to lower isolation and discrimination.
Increasingly, Blackpool will become more diverse, so the mental health needs will
grow.

d) North Blackpool Pond Trail - Is an exciting project that helps people
to access nature in their local environment. Since its launch in Spring 2011, it has
helped to improve several wetland sites and by working on a network of paths it
has joined up the habitats already present.
Anyone interested in getting involved in the Pond Trail is welcome. Special skills
are not necessary and training is available. it’s a chance to do something
